JIRA does not have support for associating a description with an attachment and therefore ignores the description in the attach dialog. The description field should be made optional.

Steffen: for 2.3 or 3.0 could we disable this field in the attachment wizard?  Otherwise it can make the user feel like data has been lost because the description that they filled out was discarded.

Ideally the attachment wizard code would be refactored first (bug 193156). It is a good suggestion though to go for the quick fix now and disable it. That should be straight forward and we can do the proper refactoring for 3.0.
