Steps To Reproduce:
1. Turn off automatic project building
2. Start Eclipse
3. PDT ignores the automatic project building setting and automatically rebuilds projects


More information:

I'm using the latest PDT nightly as of this bug date.

This generally breaks Eclipse for large projects.  Builds can take 10 to 30 minutes to complete and can not be interrupted or canceled.  Files can not be saved, projects can not be created.
