Sorry, currently no reproducable test case.

In the debug perspective, close the console.
Window-->Show View--Console

**Sometimes** the console is not visible.

Wiggling the Task view, and the tab for the console view shows in the tab 
folder.

Test case:
Reset the debug perspective
Close the console view
Click on the Outliner
Click on the Debug view
Click on the Variables view
Window-->Show View--Console

I have another scenario of this.

Reset Java Perspective.
Show View-->CVS Repositories.
Make CVS Repositories a Fast View.
Show View-->Search.

Search gets put behind the task view.
