Xuan I believe you are working on this now?

As per RSE I20080229, a new downloadable package for RSE-useractions has been added and the org.eclipse.rse.useractions-feature has been added.

I checked in the code (for the first attempt) to make user defined action and compile command work for open RSE. 
I still could not remove all the warning yet.  Will look into it.
