[Usability] Test Log View show empty Verdict Summary when only the arbitrated verdict.

When a test log has only the arbitrated verdict (e.g. manual test execution ended before completion or no test cases in the behavior of a test suite), the Verdict Summary pane contains no pie chart and only the legend.

We should either remove the legend or possible remove both the Verdict Summary and Verdict List panes.

This defect is still reproducible in TPTP 4.5.0 (http://www.eclipse.org/tptp/home/downloads/?ver=4.5.0).
