Steps To Reproduce:
1. Open BPEL editor.
2. Put mouse pointer over Maximize or Minimize buttons of the Outline view toolbar. They have tootips.
3. Put mouse pointer over Outline and Overview buttons. They don't have tooltips.
This is a bit inconsistent.
