This is from a suggestion of a fellow developer.  They have to refactor extension points every once and a while and when they do they have to do it all by hand.  Since PDE already has a function to find references to an extension point, we would just need to update the plugin.xmls of referencing plug-ins.  As long as the performance is acceptable, this would be a nice enhancement for 3.4.
