if ctrl-f7 or ctrl-f8 are used to change views or perspectives, the menu 
doesn't stay active to allow navigation. The keys allow navigation between the 
last 2 views or perpectives but the CTRL key has to be held down to be able to 
navigate to the other available perspectives and views.

Is this normal and expected behavior? Is this documented?

Changing to UI and reassigning to Nick Edgar.  Ctrl+f7 and Ctrl+f8 are Eclipse 
hot key sequences that have nothing to do with SWT.

This is normal behaviour.  If you hold Ctrl down and hit the Fn key again (or 
the arrows), it advances to the next item.  Holding shift down goes the other 
way.

The documentation (under Workbench User Guide / Concepts / Accessibility 
features / Navigating) is misleading, suggesting these can only be used to 
switch between two items.
The doc needs to be improved.
