everytime when a file is opend the cursor be focused at start line of the file.
this effect to same for a file is already opened. 
this seems to be inconvenient.
As most text editors have been, when a file is opened, the cursor should point to last position of the file.

See also bug 44295 and bug 124615. This seems to be (at least partially) fixed by the platform.
