1. Create a new launch Eclipse application configuration.
2. Switch to the Plug-ins tab or Configuration tab.
3.  Note how the Apply/revert buttons are now enabled indicating that the launch config is now dirty.
4.  Try to select another launch config.  You will get prompted to save even though no changes have been made.

Fixed.

#performApply() and #setDefaults() were doing inconsistent things in each of these two tabs.
