Steps:

1) create an extension to an extension point
2) save
3) create a new configuration element by right-clicking on the extension node, New > , and select whatever configuration element the extension point takes (file is marked as dirty, ok)
5) now, still using the form, not the text editor, remove the configuration element just added (file is still dirty - that is ok)
6) try pressing Ctrl-S or clicking on the Save action - nothing happens, file remains dirty.
