I20070321-0010

- new workspace
- minimize lower-right view stack
- open Error Log view (Alt_Shift+Q, L)
- drag Error Log view and drop to Javadoc view ("@" in FVB)
- click Error Log icon to show as fast view
- click "Restore" of FVB

=> Workbench is screwed up:
a) "Problems" tab looks active, but view content area shows Error Log contents
b) Error Log's view toolbar is displaced
c) The view menu shows items from the Problems view

Marking as a dup of the defect I fixed the code against. Note that the 'uncheck Fast View' scenario is covered by bug 178987 which I've re-opened.
