(Stimulated by bug 176787 comments 2 and 4) My ultimate end goal for installer portion of EPP is to improve the end user experience during initial installation of Eclipse regardless of what technology and code is used. We need a short term solution for Europa and a long term solution which may or may not be the same. For the Europa time frame, is there another technology that we can implement on Windows (I'm just focused on Windows for now) that is compatible with the Eclipse EPL license? If yes, then what is that technology and who will implement for Europa?

If you create a installer like this: http://nsis.sourceforge.net/ExperienceUI then I surely understand why you ask for end user experience. but you using classic style, you should simply stick to the "standard", that is the end user experience...
Moving to 'later' - maybe someone comes up with a new EPL compatible way of doing this in the future.
