Active mode is usually the default mode in FTP clients.
Marking it as invalid for bug cleanup, as by default FTP clients connect using active mode. This behaviour would be expected by the users and if passive mode is required it can be changed through the services properties.
Marking as dup of bug 269442 . The assumption that typical FTP clients use active mode is no longer true. FileZilla client, for instance, explicitly _recommends_ passive mode. And most servers ask for using passive mode, too. *** This bug has been marked as a duplicate of bug 269442 ***
