Steps To Reproduce:
1. install eclipse Version: 3.2.1 + WTP 1.5.2 (some components are 1.5.1)
3. set automatic update true
4. select "Download new updates automatically and notify me when ready to install them"
5. when the update shows you the new components downloaded, print the screen, or write down the versions, it will be the same over and over again although successfully installed
