Finalize if the ProductionTopology.xml SML-IF file needs to have a top level element called "topologies" with a "topology" element underneath.  

The current demo script reads that there will be one sml-if file per topology.  Therefore, we will have two files, one for production, one for qa.  There will be a well known directory from which this file is read.

The proposal is to add a "topologies" element in the file as a top level node.

Proposed solution

The changes are in common/item.xsd and topologies/Topologies.xml.
topologies/ProductionTopology.xml is no longer valid
