F1 all platforms.

This is an issue for linux-motif. On w2k and linux-gtk, hitting alt-r multiple 
times allows to navigate between menus and menu items with the same mnemonic. 
On Linux, it always picks the run menu. Recommend to change the mnemonic of 
Refactor. If this is a bug in SWT linux-motif which can be fixed, it should be
pushed down to SWT.

If we change the Refactor mnemonic we have to keep in mind that we don't 
produce a new clash in the context menu, which isn't so easy. Therefore opt to 
change Run to u

bug 17054 suggested to use T for Refactor which is a good idea. But then we 
have to change Open Type Hierarchy in context menu.

Although it would be nice, there is no requirement for the mnemonics to be the 
same in the menu bar and in the context menu.

Changed Refactor to Refac&tor. Change Open Type Hiararchy to use r. Not that 
this causes a clash with P&roperties but there is now way to have a unique 
mnemonic for Open Type Hierarchy.
