As per bug 171584 the platform needs to use a synchronized bundle listener to be able to see the LAZILY_AWAITING_ACTIVATION state.

Looks like the patch was released to HEAD.  I reviewed the code in HEAD.  It looks fine and it works for the testcase posted in bug 171584.
