Steps To Reproduce:
1. The view area for problems was resized (made larger, then reduced)
2. The toolbar appeared over the view window.



More information:
This has happened a few times, but I'm not sure how to repro it exactly.  It might be related to a specific view.  I'll try to notice which views are open when this happens again.

The tool bar (shown in the attached graphic) displays tooltips when mouse hovers over it, but the buttons do not function.  The toolbar appears to be disabled other than tooltips.

The toolbar is associated with the Plug-ins view.
