As per discussion in bug 170684

Please provide an option to highlight section headers to make it easier to spot changes. I am using light-red color to highlight changed fields and it would be helpful if sections also highlighted (maybe using separately configured color, that can be defaulted to the form default color).

I wonder if the color would be confusing and hard to configure well, especially since Forms can be configured with so many different colors.  so we may want to consider using the "incoming" icon.

However, I wonder if we can make this a bit more simple by having a consistent policy of having all section folded unless they have something incoming.  The only change this would require, given Rob's recent fixes to this, is to always fold the Description section if the bug has already been viewed.  This is pretty drastic, but I think that it would prevent scrolling in a lot of cases, and the Description is typically less interesting than incoming changes or new comments.

Also not sure if folding everything would be a good idea. Even with the current editor it is quite annoying to expand attributes section every time I need to see what project/component/milestone this issue belong to and after that scroll all the way down to see who reported it and to whom issue is assigned. The sad part is that I usually need those for every second issue.

At some point we have discussed an alternative layout where attributes section would go on a side bar. Is it still on the table or you and Rob feel attached to the current layout?

I don't think that we should be attached to anything for 2.0, and can rethink the layout with the usual goal of increasing information density on open, and reducing the clicks and scrolling required (bug 158921).
