A 'rate this page' feature has been requested by the team, to allow users to submit feedback on each phoenix-based page. The Polls functionality (bug 120884) can be a starting point for this, as it implements functionality to base polls on the URL (although it does have bugs - see bug 154897)
"Rate this page" doesn't seem that useful. Perhaps a "submit a bug or feature request about this page"... What does a rating of "low" mean for a page? Does it mean the page is useless to that person? That the information is out of date but if it were up-to-date the page would be useful? That the page is useful but ugly? Etc and so on. Without a clear understanding between rater and ratee, this doesn't seem like something worth spending our time on.
It's a metric, one we don't have right now. Most casual users (the consumers of most of the information our site is for) do not care to register for a Bugzilla account - much less fill a bug report. > What does a rating of "low" mean for a page? It means the page sucks, and we need to improve it. It's up to us to figure out how. Perhaps an optional comments box would do the trick?

I'm withdrawing this request as my opinion now reflects Bjorn's comment 1.
