[Vista] Test execution requires the Integrated/Agent Controller to be ran as administrator.

When executing any test (e.g. manual, JUnit/plug-in, URL and AGR), the Integrated Agent Controller (e.g. eclipse.exe) or Agent Controller must be ran as administrator.  

If not ran as administrator, the test will execute but the communication between the comptest agent the launching workbench (e.g. no execution events).

At the least, we need to document this in the 4.2.2 readme.  If time permits in
the 4.2.2 release, we should investigate the a possible solution (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=167842#c11).

Duplicate of bug 170572. Vista is considered as a new platform. Workaround is to run as administrator.
