There are 2 java launchers on windows: java.exe and javaw.exe.  java opens a console and javaw doesn't.

To match the behaviour of the old launcher, we should open a console when -vm points to a java.exe even if -console was not specified.

We decided to go with the strategy outlined for bug 168775
