Steps To Reproduce:
1.Change the OS locale to Turkish (from "Regional and Language Options" in Windows)
2.Open the attached HTML file in HTML Editor
3.Modify the HTML file (e.g. add a space in front of the <html> tag)
4.Validation warnings for legal tags (which includes normal dotted-small-i ), but it accepts tags which are normally invalid (those that contain dotless-i letters).
5.Similar problems for JSP files

This is likely a pure dup of the long open bug 100152, but ... since this one was requested as a hot bug, I'll leave both open for now.

Fixed in 1.5.3 and 2.0, via dup. Verify in M or I builds > 12/20

verified no longer getting validation warnings on tags with dotted 'i' in Turkish locale using WTP1.5.3 200702060621
