Current version of ICU4j (3.4) has problems in multithread date/time parsing, which is reported in http://bugs.icu-project.org/trac/ticket/5541 . To eliminate the multithread problem we temperorily use java's DateFormat class for date/time parsing.After ICU fix the above bug we should go back to ICU's DateFormat fot it is more powerful.

The thread problem has been fixed. But there is a new 
issue: http://bugs.icu-project.org/trac/ticket/5709 

This still blocks this bug.
