Steps To Reproduce:
1.Run an eclipse.
2.Run a new workbench through the eclipse. Set the VM arguments with
"-Duser.language=tr" to change the new workbench's locale to Turkey locale.
3.Create a new dynamic web application.
4.Create a HTML file.
5.Double click the HTML file to open the editor.
6.Right click on the HTML file in the package explorer.
7.Click the "validate" on the popup menu.
8.If there are some tags contain character "i". Problem occurs.

verified no longer getting validation warnings on tags with dotted 'i' in
Turkish locale using WTP1.5.3 200702060621
