Steps To Reproduce:
1.Enable Automatic Updates
2.Update will attempt to update "Eclipse Project SDK 3.2.1.r321_v20060801-tQ1w49KnTArT0FZ" and will attempt to download http://download.eclipse.org/updates/3.2/digest.zip which does not exist.  Error shows up in PDE Runtime log.
3.When user continues with update it appears to go through but on restart of Eclipse it thinks the update still needs to be done so it tries again.

Digest could not be parsed:Unable to retrieve remote reference "http://download.eclipse.org/updates/3.2/digest.zip". [Server returned HTTP response code: "404 Not Found" for URL: http://download.eclipse.org/updates/3.2/digest.zip.]

Problem appears to occur under Mac OSX as well.

I'm also getting it on Windows XP.
