Steps To Reproduce:
1.Run the Software Update => Find and Install
2.Select Search for updates on currently installed features=>Finish
3.After selecting a site to update from the search results bring up the component below...
4. After installation of that component and restarting Eclipse (it's set up for automatic updates) it shows again the same update available...And so on...every time...
Running Eclipse with -clean command doesn't fix this problem.

The Update Manager is trying to install the following 
component every time it starts and after it has been just installed:

I'm getting the exact same issue. Not exactly productivity-killing but very irritating. :-)

A brand new install of 3.2.1 exhibits the same behaviour after the initial patch updates have been installed.

Although the bug is reporte on Windows XP platform i'm having the same issue running eclipse on Debian GNU/Linux.

This happens as well on the Mac OS X product.

I thought this might be related to any unholy mixture of Callisto, MyEclipseIDE, and other random plugins so I went back and used a fresh-from-the-tar version of 3.2.1 with nothing else installed, either through the update mananager or the links/*.link method.

I ran the search for updates for already installed features, and took the three that were offerered, and now I'm constantly being offered to take this update. It installs, restarts, and then wants to install again.

I'm not sure it's resolved...
Just a few minutes ago I started a new cycle of "update-restart-update-restart"...Nothing has been changed since I ran it last time a day ago...

No, you are correct, it isn't resolved yet. It is the same as bug 167016 which is still open. I just marked it as a duplicate so we can track progress in a single bug report.
