Provide ability to synchronize a modified local definition of a Context Container with the remote (master) definition.

* It is possible to have an Eclipse Workbench work off-line using a locally cached definition of a CC
* If the local CC is updated while working off-line, it must be synched with the master CC def'n that resides on the remote server
