The Debug menu doesn't work outside of the debug perspective

1. Debug a program.
2. After you're automatically put in the debug perspective, switch to the java perspective.
	Notice that most of the menu items in the debug menu are grayed out
3. Switch back to the debug perspective and	do a step over.
4. Go back to the java perspective
	Notice that the debug menu is enabled, but when you click any of its menu items, nothing happens

The debug menu no longer has "stepping" actions when in the java perspective. 
Is this bug still valid?

Bug is still valid as someone can add the debug action set to any perspective.
I would propose the priority be reduced.

I think this is no longer a problem, I'm not able to reproduce it on 2.1.

I added the debug action set to the java perspective and was able to step from 
there. However, I was switched back to the debug perspective after each step. I 
avoided this problem by adding the debug view to the Java perspective.

Darin (S), do you agree this one is fixed?

No matter what I do I keep getting switched to the debug perspective on 
stepping?

I have my "debug perspective" set to "none".
