Build: 20020519

When I drag a file from the Windows Explorer into the Eclipse navigator, it 
shows as a move, but acts like a copy.  I believe the copy behaviour to be 
correct, but the cursor to be incorrect.  

When dragging a file (with no modifiers) from the OS into the navigator it 
should show as a copy and act like a copy.

Note: I see this behaviour on both projects and folders.
