We need to make the project navigator the view we use in the Resource Perspective instead of the Resource Navigator.

This will require
- adding org.eclipse.ui.navigator.resources to the ide prerequisites
-changing the resource perspective description

Fixed in the fix for Bug 167893. We currently create the constant ourselves - should Bug 164111 get address we will move to it's constant.
