I had the project explorer and package explorer open.  I created a working set with one project and selected it.

The package explorer showed one project but the project explorer still showed them all.

Did you create a Window working set or a local working set to the Package Explorer? Did you turn on show working sets in the Project explorer, and select that working set to be shown in the viewer?

I created a global window working set, from the little icon in the main toolbar ... It just took effect in the package explorer for free.
