I20061024-1200 and N20061026-0010
Works fine with I20061024-1200 and SWT from N20061023-0010

Collapse All does not work when topmost tree item not visible.
Steps:
- open CVS Repositories view
- add connection to dev.eclipse.org:/cvsroot/eclipse
- expand connection and HEAD items
- scroll down completely
- press Collape All
=> scroll bars flicker, but tree is not collapsed
