1. Open a command line window and change directory to <IBM RAC HOME>\bin.
Make sure java.exe is in the system path of the command prompt.
2. Run config.bat
3. For each of the next steps make sure the messages are translated and no corrupted characters are displayed (fig.1).
4. At each of the following steps you will be prompted to provide specific configuration information, press Enter at each step to continue.

Problem:
Messages are either in English or with corruped national characters. This defect has been found in the following locales: Japanese, Czech, Hungarian

Fix checked into 4.3(head) branch. Will need another bug opened for checking in the same fix for 4.2.1.1.
