This occurred (unfortunately) with M2.  

When a user double clicks on a Manifest, we open the Manifest Editor.  When they then doublec click on a plugin.xml, PDE should then reuse the open editor.  Currently, a new Manifest Editor is open for the plugin.xml.  Two editors modifying the same resources will likely cause problems.

Brian, please revert the change.  It's not that simple.
