At first I thought this was a common problem, then I isolated down to the following situation:

Eclipse 3.2 with the Ant 1.6.5 plugin.
Manually downloaded Ant 1.6.5 in another directory.

If I change the Ant Home setting to the external Ant, and attempt to edit build files which have the <import ...> tag, the editor opens the first time, but them fails with an exception on all subsequent times until the IDE is shutdown. 

Commenting out the <import ....> tags solves this, as does switching back to the Ant stored in the plugin directories.

Fixed in 3.2.1 stream.
