If the Project Explorer is set to use the window working set and that set is empty the view is empty.  This is inconsistent with other workbench views.  Please see the javadoc for IWorkbenchPage.getAggregateWorkingSet() for a description of the expected behavior.

This is a pretty bad problem for Mylyn too, I commented on bug 190819.
