Minimize a view that's to the top right of the screen so that it appears in a fast view bar on the right side of the screen.  Activate the view and it appears right next to the fast view bar.  Good.
Drag the bar to the bottom of the screen and activate the view again.  The view now appears to the far left of the screen in the traditional fast view spot.  I'd expect it to appear near the bar.

Absolutely correct. Actually I'm working on makeing it work more like context menus: 

Given: a size (Uses have already requested the ability to resize pane)
       the FVB location

Show the pane aligned with FVB location offset to be within the bounds of the workbench if necessary.

If either the width or height is > the workbench bounds then it will (temporarily) resize to fit.

The stacks now get created on the closest side and all User changes (i.e. dragging to another side) are maintained.

The only known exception is that if you have stacks in the trim in two or more perspectives only the active perspective's stacks maintain their state through a shutdown/restore cycle.
