This problem appears when creating a plug-in project and selecting to change the default path. The attached error message (ErrorMessage.jpg) is displayed and the project is not created.

Steps to Create the Problem
1.Set the locale of your machine to Arabic
2.Create a Plug-in project and change its default path

Expected Output:
The project is created successfully 
Actual output:
The error message is displayed and the project is not created.  A screen capture showing the error dialog is attached.  Note that "%3A" is a colon, so somewhere it's not doing the conversion correctly.


Note: This defect does not occur on English locale

is this specific to plug-in projects or a general platform issue that happens with other projects as well?

The problem is not specific to PDE.  Moving to Resources.
