Provide additional services in the oda.consumer component to include more common behavior that an ODA consumer application would need.  For example, to handle different capabilities and behavior of individual ODA drivers.

Enhanced common oda consumer behavior to find and set trace logging configuration  for itself and its underlying ODA driver. (1.0 M3 )

Due to no high priority requests and resources limitation, the enrichment delivered in 1.0M3 completes this enhancement for the 1.0 release.
