I want to extend the CVS Commit Dialog to allow customized formatting of the comment field.

Use case:
Our company's CVS server will use cvs:verifymsg to ensure a proper bug-number is specified as part of a commit log message. It would be preferable to have the bug number input additional to the comment input via an interface provided through an extension point.
