Cannot contain in 4.3 since a dependent feature (#145146) cannot be contained in 4.3 due to a lack of resources.  As such, targeting to future.

Decreasing priority since this defect is not containable in 4.4 due to dependent enhancement.

Given the magnitude of changes for this defect and limited resources of the project, resolving as WONTFIX.  For this defect to be considered, please re-open with an attached patch including code to resolve the symptom and test cases to test the fix.
