As part of our IP due dilligence processes, we need to maintain records of which non-committers have submitted code to Eclipse.  As such, on CDT for example, we force all submissions to have an accompanying Bugzilla with attached patch.

It would be extremely helpful if we could query for Bugzillas with patches attached.  Bonus points if we could specify lists of submitters for those patches to be included/excluded.  Then we can do things like "give me all bugs that have patches attached that were not submitted by someone who is a committer."

Right now we have to do all this by hand, and wading through hundreds of bugs is tedious.
