3.2 RC6 (the bug got introduced with 3.2 M3)

1. open plugin.xml
   ==> manifest editor opens
2. open MANIFEST.MF from same plug-in
   ==> another manifest editor opens (copy of first one)

In 3.1.x the manifest editor was able to detect that it is already showing the MANIFEST.MF, and brought this page to front instead of opening another editor.
