Assuming Eclipse is initialized with JRE 1.5.0:
Add a new JRE (e.g. Java 1.4.2) in Window/Preferences/Java/Installed JRE:s, and then go to Execution Environments and select Environment J2SE-1.4. The new environment isn't listed in Compatible JRE:s. If you click OK and then open the property window it is there as it should be.
