In popupMenus.exsd,  references
 
include schemaLocation="commonExpression.exsd"

include shemaLocation="schema://org.eclipse.core.expressions/schema/expressionLanguage.exsd" 
 
Note that commonExpression has an "enablement" element and expressionLanguage.exsd also has an "enablement" element, so in PDE validation, when objectContributor references "enablement" it resolves to the first one it finds, which in my case where I want to use eclipse core expressions, is the wrong one.  The PDE then tells me I can't use them, but at runtime they actually do work fine.

objectContribution/enablement is the only enablement that supports core expressions.
