In order to reproduce this problem, you must first download a proxy server and set it up on your system. Probably a good idea to test it using webservice explorer. In the proxy server turn on authentication requiring a user id and password. Now open wtp and go to the window->preferences->internet. Enable proxy checkbox and specify the proxy host and port. Also turn on aunthentication and enter the userid and password you created for the proxy. Now open a registry that you have publishing rights to in the uddi main. try and publish a simple business you will get an error.

I did the setup in the preferences on the 0914 driver and set a userid and password for authentication. I logged into the uddiregistry using the userid and password and proceeded to publish without a problem.
