Provide a user specific filter entry in the LTA adapter UIs to send to the GLA sensor blade based on the GLA sensor blade format.

This needs to be running for RCP and IDE environment.   It also needs to provide standalone back-end APIs so it can be called in a standalone environment.

This is a request to update the eclipse UI editor so please explain how do you plan to reuse this in a different environment

We need to separate the UI from the back-end code that will take the filter and send it to the RAC/GLA.  This back-end code should be put behind a common API so other UIs like LTA Portal can reuse this code.

Resolving this as WONTFIX because it is no longer required by the consumer that
requested it.
