Ok, my mistake ... I took the policy of "list everything, mark internal" a little too literally once, and now think we should re-visit our exports (listing) of things from third party plugins. I know in the past, Chris has corrected some of my over exhuberance, but now I wonder, for example, should be be exporting (listing) the classes from the "impl" part of xerces? Or, just is APIs and intefaces? 

We should examine others too. (If anyone with knowledge of those others, wsdl4j, etc., please make a note here they are ok (or not).
